The men and women serving abroad were going into lands, representing the United States, and acting not only as soldiers, but also as diplomats. The United States was putting out the fires and surely did not wish to start any new ones. It was necessary that they understand and respect the customs of these countries. To this end the United States Army provided their soldiers with these handbooks - containing useful cultural tips, as well as handy phrases, and even some political history.
