Kennan, the influential Director of the Policy Planning Staff, delivered a talk, “Problems of U.S. Foreign Policy after Moscow,” at the National War College that he stated “gives a good idea of the way things looked to me at the very moment of the establishment of the Policy Planning Staff.” The May 6, 1947 talk was delivered “two and a half weeks before the Staff’s recommendation were submitted to General Marshall.”
