Dear Conner:

I have just received your note and am very much interested to learn something at least semi-official regarding the Board which was referred to in the “New York Times.” Up to the receipt of your note that was the only intimation of what was planned,1 and a friend of mine in the War Department had written me that the G-3 Section thought there was nothing to it, as they had never heard anything regarding such a plan.

This business recalls vividly to my mind the struggle you and I made to get a small division in 1920. If poor old Tommy Heintzelman and Campbell King had not been quite such kindly characters we might have put over the smaller division at that time and avoided the prospect of a radical change eighteen years later.

I understand you saw the experimental division, and I read a newspaper statement quoting you on the subject. If you have any papers which you think it would be advisable for me to familiarize myself with in advance of arrival in Washington, or if there is any reading to which you could refer me to, I would appreciate your assistance.

1. Conner had written: “I take it from the note on your Christmas card that you have heard rumors of the board which Craig proposes to convene in Washington. According to what he told me when I was in Washington in December, you, Lesley McNair, and I are to meet as a Board to make recommendations on the final organization of the new division.
