Volume 2: We Cannot Delay

The second volume covers the period in which Marshall attempted to raise the underfunded U.S. Army to the level of world power — and in which Marshall himself rose to the status of public figure.  The challenges he faced at this time came not only from politicians and rivals in other branches of the armed forces but also from within the army itself.  Marshall was able to achieve many of his goals through his extraordinary ability to reconcile differing opinions and to win friends on both sides of the isolationist-interventionist debate.
